I think the perception is that a scooter is just a step up from bicycle, meaning it doesn't require much more protection than if you were on a bike. Again, it's just a perception. A motorcycle suddenly seems a bit extreme to most. But as you pointed out, scooters can reach motorcycle speeds. And on city streets, where there are lots of cars/traffic and you don't usually get over 45mph, a scooter, a motorcycle and even a pedal-powered bicycle all share the same safety risk. It's insane to just hop on anyone of these things with just shorts and a pair of flip-flops.
